Stefani Gray Hicswa, Ph.D. has served as the chancellor of Montana State University Billings since January 2021. She has launched student success strategies, a bold branding campaign, and a well-being initiative for students and employees.

Prior to MSU Billings, Dr. Hicswa served as president of Northwest College in Powell, Wyoming and as president of Miles Community College in Miles City, Montana.

Throughout her career, Chancellor Hicswa has used her expertise to serve numerous national, regional and local boards and community service organizations.

A first-generation college student, Dr. Hicswa holds a doctorate from the University of Texas at Austin, a master鈥檚 degree from Montana State University, and a bachelor鈥檚 degree from the University of Montana.

Raised in Dillon, Montana, Chancellor Hicswa and her husband Scott have two sons.

As chancellor, Dr. Hicswa initiated student success strategies to increase retention and graduation rates. Under her leadership, MSU Billings rolled out a bold branding campaign and launched the Belong and Be Well initiative to improve student and employee well-being.

Dr. Hicswa鈥檚 contributions to higher education have earned her several recognitions, including being named a Distinguished Alumni by the University of Montana Davidson Honors College in 2020. In 2018, the Phi Theta Kappa Honor Society awarded her the Shirley B. Gordon Award of Distinction, its most prestigious award for college presidents. She was also honored as a Distinguished Graduate by The University of Texas at Austin in 2007.

Throughout her career, Dr. Hicswa has held numerous state and national leadership roles, including serving on the Higher Education Research and Development Institute national advisory board. In 2022, she was appointed to the Board of Commissioners for the Northwest Commission on Colleges and Universities. Dr. Hicswa is active in the community, serving on the boards of Big Sky Economic Development and the Billings Chamber of Commerce. She serves as chair of the Great Northwest Athletic Conference CEO Board and as chair of the Montana Campus Network for Civic Engagement board.  

Prior to joining MSU Billings, Dr. Hicswa was president of Northwest College in Powell, Wyoming for eight years. During her tenure, the institution achieved its highest completion rate in history. Dr. Hicswa also served as president of Miles Community College in Miles City, Montana for seven years. Under her leadership, the institution achieved one of the highest retention rates in the country.

A first-generation college student from Dillon, Montana, she earned a doctorate in Educational Administration from The University of Texas at Austin; a master鈥檚 in Adult, Community, and Higher Education from Montana State University; and a bachelor鈥檚 degree in organizational communication from the University of Montana. She and her husband Scott have two sons and enjoy camping, mountain biking, and skiing together.
